I applied levels, curves and shadows/highlights. Finally, and after reducing the noise, I resharpened and reframed the image.

I put some sharpness on the salt and building,and added +3 contrast and -3 brightness;hope i did not change too much.

I added a vertical line to the right to give an idea about a re-cropping, applied retouches in front to have a cleaner foreground, and Neat Image for the minimal grains in the sky.
