I have played with your picture a bit. I hope you like it. In Zoner I used "delete picture faults",
"delete grains in 50%", and that was it.
Sequence of this can be little different, but
meaning in English will be same. This software

I applied Neat Image to your shot and cleaned up some of the grain. You can Google Neat Image and download a free version or pay a little to get a few more goodies. I paid $50 for my version and it resides inside PS as a plug in. Hope you like it.

With Adobe PE2 I applied the red eyes treatment.
Less and soft lights on the subject with the lights and contrast balance.

Eva, I just rotated the photo a bit, well I think 2.5 deg anticlockwise, then upped the saturation a bit, and applied unsharp mask.
I know that the wires on LHS are not quite vertical, but that can probably be fixed with further playing. Hope you approve.

This is a great photo, but the barrel distortion and tilt of the photo distracted me a lot. So I:

1. Rotated the photo anti-clockwise by 1.9°
2. Used Photoshop's Distort > Pinch flter to bulge out the middle.
3. Used the Free Transform tool to fix the perspective problem.
4. Cropping it.

I’m not a fan of editing and workshops and this one corresponds with my poor skills in this job. But there is some thought behind.
If the colors are almost impossible to manage and make them acceptable, one should try removing them. Here is also one concurrent motivation: the B&W picture (maybe also with a bit of sepia, but I didn’t want to exceed anything) could make an impression of a historic/documentary photo, as if it was already non-existent city. This would IMO also correspond with your note.
2 remarks: I would prefer to do it with your WS version, but I failed to download it in the JPG format.
Hope you find it one of possible ways out.

I have just adjusted the levels (brightness, and some colors). Hope you don't find it denatures your picture.
