Since the link is unable to open, then I direct reply here :-

That photo is showing a Christmas & New Year decoration on the street, the size of the bell is around 1 meter hanging above the road, so I do not think it is a TL image.

PS editing is only crop out a bit extra space, background is original dark, and I make it more dark via curve and increase background's black color in selective color, and finally done in reduce noice.
