Hello Jorge,
Regardless of their style or influence these small pastel coloured buildings remind me of small town Cape Verde. The painter at work makes the building – and the photo – look nicer.

yes, this style was very popular during 1920's, but it isn't linked with the portuguese culture as the colonial houses are.
