No, we (I travelled with a friend on that journey) didn't go up that hill. The temperature was 32 C so we saved our energy for the Citadel. (I always thought of it as the Citadel, but the sites I found when googling now all referred to it as the Castle.)
The 'dolmuşlar' would probably be fewer today, and not necessarily always fully packed. There are more taxis now and more people who can afford them, and more importantly Ankara now has a fairly extensive Metro network. Safer and faster.
