Prayer wheel is a distinct feature of Buddhism and it is used in many forms.But a huge prayer wheel placed in a separate room is predominant in Tibetan Buddhism.
Rotation of prayer wheel is believed to bring the same results as orally reciting the mantras.
Generally "OM MANIPADME HUM" is written on the wheel in Sanskrit or Lantsa script.
Here the child was playing around the prayer wheel and the golden light (which symbolizes knowledge also) flashed on his face, as if his prayer for light was granted.
