Yes, this line of concrete blocks borders the bird sanctuary and a farmer's field, as if to keep birds away from the crop.
It probably exists to keep errant drivers from crossing from farm to bird sanctuary and vice-versa.
Located at the estuary of the Nanaimo river near the Harmac pulp-mill, the sanctuary is a flat area of land with a prominent oak tree.
